Created by West Virginia State Code, Chapter 15, Article 12, the state’s Sex Offender Registry is an important tool used to assist law-enforcement agencies’ efforts to protect the public from sex offenders.

The registry requires all offenders convicted of sexual crimes to register with the state police detachment in the county where he or she resides and makes certain information about sex offenders available to the public.

By law, offenders are required to register every year with Sex Offender Registry in Charleston during their birth month.

Offenders who comply with the Sex Offender’s Registry go to their nearest State Police detachment. New photos are taken, and information is updated, such as addresses, work information, telephone numbers, property, internet accounts, and the names of people living in their household.

Tyler County’s sex offenders are monitored by the State Police Detachment based in Paden City. According to statistics, there are a total of 39 registered sex offenders residing in Tyler County.

Rodney Gene Dalrymple, 54, of 2799 South St. Rt 2, Sistersville – Incest.

Herbert Harold Davis, 82, of HC 62 Box 5A, Alma – Third degree sexual abuse.

Bobby Joe Dawson, 39, of 289 Cresent St., Sistersville – Third degree sexual assault.

James Daniel Duke, 40, of 104 Florida St., Sisterville – Third degree sexual assault.

Ricky Eugene Ebert, 43, of 301 N. Wells St., Sistersville – First degree sexual abuse.

Charles J Fiber, 33, of 502 Stealey St., Middlebourne – Possession of child pornography and attempted to transfer obscene material to a minor.

Jeremiah Lee Francis, 29, of 101 McKinley St., Sistersville – Second degree sexual abuse.

Landrew Scott Francis, 23, of 101 McKinley St., Sistersville – Third degree sexual assault.

Matthew Dale Glover, 23, of 1054 Pleasant’s Ridge Rd., Sistersville – First degree sexual abuse.

Mark Allen Hartley, 37, of 310 Jackson Ave., Sistersville – Attempted third degree sexual assault.

Donald Ray Headley, 52, of 110 East Charles St., Sistersville – Third degree sexual assualt.

Jackson K. Henthorn, 77, of 173 Hanford Ave., Sistersville – Third degree sexual assualt.

Elson Lee Hinkle, III, 46, of 25 Bridgeway Addition, Middlebourne – Attempted gross sexual imposition.

Timothy J. Judge, 28, of 302 Tyler Highway, Sistersville – Third degree sexual abuse.

Eva Denise Kazelman, 44, of Roy Hadley Lane Lot 35, Bridgeway Addition, Middlebourne – Third degree sexual assualt. Also goes by the name Eva Denise Rose.

Michael Victor Kemp, 50, of 451 Little Church Rd., Friendly – First degree sexual abuse.

Ricky E. Keys, 40, of 610 Pike St., Sistersville – Third degree sexual assault and incest.

Fred Leslie Kirk, 40, of 332 Jackson Ave., Sistersville – Sexual abuse by a custodian.

Johnny Long, 59, of 301 1/2 East St., Apt. 2, Middlebourne – Rape and illegal use of a minor in nudity oriented material.

Ellen Mary Phillips, 38, of 213 Stealey St., Middlebourne – Employ minor to engage in obscene acts and child abuse-sexual act.

Joshua Allen Pressley, 24, of 531 Buck Run Road, Sistersville – First degree sexual abuse.

Eric Clark Robinson, 40, of HC Box 186, West Union, Tyler – Attempted second degree sexual assault.

Duane Richard Roumeliotis, 50, of 113 Kirchner St., Middlebourne – Aggravated felonious sexual assault.

Ira Edgar Ruble Jr., 71, of HC 69 Box 13, Alma Tyler – First degree sexual abuse.

Angela Dawn Thomas, 49, of 6 Bank View Addition, Middlebourne – First degree sexual assault.

Kenneth Loren VanCamp, 61, of RR. 1 Box 239, Middlebourne – Incest.

Roger Dale VanCamp, 57, of 3702 Tyler Highway, Sistersville – Second degree sexual assault of a child.

Roger Dale Wade, 63, of HC 69 Box 35, Middlebourne – Third degree sexual assualt and possessing material depicting minors engaged in sexually explicit conduct.

Matthew Reames Wayne, 28, of 247 Mill St., Sistersville – Third degree sexual assault.

Kevin F. Wilkinson, 49, of 2309 Next Rd., Sistersville – Second degree sexual assault.

Robert G. Williamson, 71, of 187 Friendly Rd., Friendly – First degree sexual abuse.

Ronnie Joe Young, 42, of 305 Church St., Paden City – Sexual abuse by a parent, guardian or custodian.
