Dilapidated Buildings Bids Approved

The Sistersville City Council met on November 12, 2024, in the City Building in Sistersville. Following the approval of the minutes from October 15, 2024, and the payment of bills, the meeting began with Jason Rice notifying council that hydrant flushing would begin on November 13, 2024. He also stated that all the FEMA paperwork from the flood damage suffered in April has been submitted.

Councilman Chuck Heinlein discussed with council members several areas of the city where trees are overhanging roadways and suggested that the city notify the homeowners about trimming the trees.

Next, Connie Boyd with the Sistersville Planning Commission informed council that there will be a house decorating contest for Christmas. She stated the judging of the houses will take place on December 15 with first place receiving $100 and second place receiving $75. She also announced that the Christmas parade will be held the first Friday in December on the 6th.

Police Chief Rob Haught said that the annual Shop with a Cop will be held in conjunction with the Tyler County Sheriff’s Department on December 3, 2024, at Walmart in Moundsville. He also said that anyone wishing to donate to Shop with a Cop can send their donations to the City Building, 200 Diamond Street, Sistersville, WV 26175.

The council then approved the move of Andrew Premo from part-time employee to full-time on the city crew.

Next, the council was informed that the trailer by the coke plant has been removed and the lot leveled. Also, the roof over the SHS stage has been repaired, and the winterization of the pool, boat docks and shelter are complete.

The dilapidated building project is moving along with the council approving the bids for three properties. Low bid accepted for 127 Cliff St. was awarded to Jim Klug Construction for $4,100. Also awarded to Jim Klug was the property located at 332 Wood St for $9,408. The old brick building belonging to the Oil and Gas Festival located on Riverside Drive for $9,499 was awarded to A&D Construction for $9,499. Bids were also received from Badger Construction and Ray’s International. Work will begin once the asbestos review is completed. Final pricing will be determined at that time.

Next, the council went on to approve the selling of two old garbage trucks for $3,500. The trucks will be sold to Philip Montgomery..

Salvage yards within the city limits of Sistersville were discussed. The city council will be reviewing the ordinance that applies to salvage yards and will update the ordinance at the next meeting. The council was also informed by Police Chief Rob Haught that 10 nuisance letters were sent out and five letters were accepted by the recipients and five were not picked up.

The city council has decided not to move forward with the streetscape project. The proposed streetscape project was for the replacement of the sidewalk on the north side of Diamond St. Sistersville’s portion of the proposed project was $90,000 and the council did not feel that spending that money at this time was necessary.

Next, resident Mark Mellor approached the council regarding extending his fence around his house on Wiley Ave. Currently, Mr. Mellor is in the process of determining his property lines to ensure the fence is on his property.

Finally, the council approved building a garage to house the vac truck, street sweeper and garbage truck. The building will be located near the sewer plant. Council felt it was necessary to keep these vehicles out of the weather to keep them in good working order. The cost of the garage is $34,202. The work will be done by Grizzly Steel Structures out of Mt Airy, NC.

The next meeting of the Sistersville city council will be held on Monday December 9, 2024, in the city building in Sistersville.
