McKinley Visits Paden City Developement Authority

The Paden City Development Authority (PCDA) hosted 1st District Congressman David McKinley, at their office in the Health & Recreation Building, on December 17.

Congressman McKinley has been very supportive of the Brownfields sites in WV and actively supported the PCDA Cleanup Grant application. PCDA president, Cork Bowen, gave a brief overview of the Development Authority, its history, mission and recent grant awards. He explained that the Development Authority was formed by council in 1989 with the mission to promote and enhance the development of commerce in Paden City and help the town reach its potential.

The PCDA has been very active over the past 3 years improving and rehabing their two major properties, the Health & Recreation Building and the industrial park. More recently Environmental Protection Agency (EPA) & Economic Development Agency (EDA) grants have allowed Environmental Assessments to be conducted at the industrial park.

A Marketing & Workforce Analysis was recently performed which will enable us to market and attract potential tenants to the 8.6 acre Industrial Park.

A Engineering Feasibility Study set to begin will help us determine the enhancements needed and costs for providing them. Running concurrently with those projects is a $600,000 EPA Brownfields Cleanp Grant.

Starting in the 1st quarter of 2022 an Industrial Park Remediation plan will begin. Working closely with the EPA, WV DEP and the PCDA’s chosen project manager, Civil & Environmental Consultants, we plan to cleanup the site for future development. The cleanup process should be completed within 18 – 24 months, once its started.

Mayor Steve Kastigar then gave Congressman McKinley and overview of current and past water and sewer projects in Paden City. New water tanks are currently being constructed in the northeast section of town and major waterlines are being replaced and upgraded in conjunction with the tank construction. Following the presentations McKinley was given a walking tour of the building and spoke personally with all the tenants. President Bowen stated that the PCDA’s philosophy is to seek tenants that promote good will and offer services that help the community. Current H&R Building tenants include the Wetzel/Tyler County Health Department, Youth Services System (YSS), Head Start and ResCare.

“We have seen many examples of how Brownfields grants can be used to revitalize areas and transform them back to productive use,” said McKinley. “These investments will make a difference in Paden City.”
