The June 10 convention of the Tyler County grand jury resulted in the return of 121 true bills to 16 individuals.

Included in the charges was an unusual 98-count indictment against numerous individuals concerning the manufacture of methamphetamine. It charges the following people with the felony offense of conspiracy to commit an offense against the state by allegedly feloniously and unlawfully committing the felony offense of manufacturing of Schedule 11 controlled substance (methamphetamine) between October 2012 and September 2013:

-Benjamin W. Davis, 40, of Middlebourne

-Jeremy M. Keller, 35, of Third Street, Middlebourne

-Ryen M. Archer, 22, of Dodd Street, Middlebourne

-Marc A. Baker, 30, of Elk Fork Road, Middlebourne

-Christina L. Boor, 44, of Dodd Street, Middlebourne

-Shelly R. Davis aka Shelly R. Keller, 43, of Third Street, Middlebourne

-Dakota M. Folger, 18, of Fair Street, Middlebourne

-Tracy A. Keller, 46, of Dodd Street, Middlebourne

-Brock I. McMahon, 23, of West Main Street, Paden City

-Stephen D. Shepherd, 52, of Steele Street, Middlebourne

-Shirl N. Baker III, 34, of Temple Circle, Sistersville

In addition to that initial charge, Benjamin W. Davis is facing four felony offenses of operating or attempting to operate a clandestine drug laboratory by assembling chemicals and/ or equipment or a combination thereof for the purpose of manufacturing methamphetamine at Middlebourne Apartments, 215 Fair Street, Apt. 1; 201 Third Street, Lot 1; and 202 Third Street, all in the Town of Middlebourne; and also at 1955 Veterans Highway, New Martinsville, in Tyler County. He was also handed 71 felony counts of manufacturing of a controlled substance by allegedly manufacturing methamphetamine between October 2012 and Sept. 5, 2013, in Tyler County, each count at a different time from the others.

Benjamin W. Davis is also charged with the felony of possession of precursor with intent to manufacture methamphetamine. Between October 2012 and Sept. 3, 2013, he is alleged to have possessed pseudoephedrine, ephedrine, phenylpropanolamine, or their salts, optical isomers, or salts of optical isomers, which had been converted from the state or form in which such chemicals are, or were, commercially intended to be distributed.

Archer is also charged with the felony offense of operating or attempting to operate a clandestine drug laboratory by assembling chemicals and/ or equipment or a combination thereof for the purpose of manufacturing methamphetamine at 1955 Veterans Highway, Mew Martinsville, Tyler County. Further, he is facing nine felony counts of manufacturing of a controlled substance by allegedly manufacturing methamphetamine between October 2012 and Sept. 5, 2013, in Tyler County, each count at a different time from the others.

Archer is also charged with the felony of possession of precursor with intent to manufacture methamphetamine. Between Feb. 14, 2013, and Aug. 26, 2013, he is alleged to have possessed pseudoephedrine, ephedrine, phenylpropanolamine, or their salts, optical isomers, or salts of optical isomers, which had been converted from the state or form in which such chemicals are, or were, commercially intended to be distributed.

Jeremy M. Keller is also facing a felony offense of possession of precursor with intent to manufacture methamphetamine by possessing a substance containing ephedrine, pseudoephedrine, phenylpropanolamine, or their salts, optical isomers, or their salts of optical isomers in a form in which such chemicals were not intended to be commercially distributed. The offense is alleged to have occurred between Oct. 11, 2012, and Aug. 15, 2013, in Tyler County.

Marc A. Baker also received a true bill charging him with the felony of possession of precursor with intent to manufacture methamphetamine. Between May 6, 2013 to August 16, 2013, he is alleged to have possessed pseudoephedrine, ephedrine, phenylpropanolamine, or their salts, optical isomers, or salts of optical isomers, which had been converted from the state or form in which such chemicals are, or were, commercially intended to be distributed.

Boor has also been charged with the felony of possession of precursor with intent to manufacture methamphetamine. Between Dec. 27, 2012, and Aug. 26, 2013, she is alleged to have possessed pseudoephedrine, ephedrine, phenylpropanolamine, or their salts, optical isomers, or salts of optical isomers, which had been converted from the state or form in which such chemicals are, or were, commercially intended to be distributed.

Shelly R. Davis also received a true bill charging her with the felony of possession of precursor with intent to manufacture methamphetamine. Between Oct. 22, 2012, and Aug. 28, 2013, she is alleged to have possessed pseudoephedrine, ephedrine, phenylpropanolamine, or their salts, optical isomers, or salts of optical isomers, which had been converted from the state or form in which such chemicals are, or were, commercially intended to be distributed.

Folger is also facing a felony charge of possession of precursor with intent to manufacture methamphetamine by possessing a substance containing ephedrine, pseudoephedrine, phenylpropanolamine, or their salts, optical isomers, or their salts of optical isomers in a form in which such chemicals were not intended to be commercially distributed. The offense is alleged to have occurred between July 25, 2013, and Aug. 30, 2013, in Tyler County.

Tracy A. Keller also received a felony charge of possession of precursor with intent to manufacture methamphetamine by possessing a substance containing ephedrine, pseudoephedrine, phenylpropanolamine, or their salts, optical isomers, or their salts of optical isomers in a form in which such chemicals were not intended to be commercially distributed. The offense is alleged to have occurred between Oct. 1, 2012, to Aug. 30, 2013, in Tyler County.

McMahon is also facing a felony charge of possession of precursor with intent to manufacture methamphetamine by possessing a substance containing ephedrine, pseudoephedrine, phenylpropanolamine, or their salts, optical isomers, or their salts of optical isomers in a form in which such chemicals were not intended to be commercially distributed. The offense is alleged to have occurred between July 28, 2013, and Aug. 28, 2013, in Tyler County.

Shepherd also received a felony charge of possession of precursor with intent to manufacture methamphetamine by possessing a substance containing ephedrine, pseudoephedrine, phenylpropanolamine, or their salts, optical isomers, or their salts of optical isomers in a form in which such chemicals were not intended to be commercially distributed. The offense is alleged to have occurred between Oct. 28, 2012, to Aug. 25, 2013, in Tyler County.

Shirl N. Baker is also facing a felony charge of possession of precursor with intent to manufacture methamphetamine by possessing a substance containing ephedrine, pseudoephedrine, phenylpropanolamine, or their salts, optical isomers, or their salts of optical isomers in a form in which such chemicals were not intended to be commercially distributed. The offense is alleged to have occurred between Oct. 26, 2012, to Aug. 30, 2013, in Tyler County.

The grand jury did hand down some other true bills.

Jason Todd Shepherd, 31, formerly of Stealey Street, Middlebourne, received a five-count indictment. Count one charges him with the felony offense of retaliation against a witness, allegedly occurring on or about March 5 in Tyler County. He is charged with threatening to cause injury to a person known to the grand jury for participation in an official proceeding in Magistrate Court. Count two charges that on or about Feb. 4 Shepherd committed the misdemeanor offense of delivery of a controlled substance, by unlawfully and knowingly delivering Suboxone, a Schedule V controlled substance. Count three charges that on or about Feb. 17 he committed the misdemeanor offense of delivery of a controlled substance by unlawfully and knowingly delivering Suboxone. Count four charges that on or about Feb. 25 Shepherd committed the misdemeanor offense of delivery of a controlled substance, Suboxone. Count five charges that on or about March 4 Shepherd committed the misdemeanor offense of delivery of a controlled substance, Suboxone.

Charles A. Carse, 20, Rt, 1 Box 573, Middlebourne, received a 14-count indictment charging him with seven count each of felony forgery and felony uttering. They are to have occurred on Jan. 13, 21, and 24.

Clifford Jackson Jr., 53, of South State Route 2, Sistersville, received a three-count felony indictment charging him with count one, delivery of a controlled substance, hydrocodone/acetaminophen (vicodin), a schedule III controlled substance, on March 23; count two, delivery of a controlled substance (vicodin) on April 8; and count three, delivery of a controlled substance (vicodin) on April 10.

Steven R. Dulaney, 53, of Petroleum Road, Petroleum, W.Va., was indicted on the felony of third offense driving under influence of alcohol. The incident is alleged to have occurred on or about April 13. He was previously convicted of DUI in the Magistrate Court of Wirt County on May 27, 2010, and in the Medina (Ohio) Municipal Court on Aug. 8, 2005.

Richard D. Hooks, 40, of Rippentuck Road, Friendly, was indicted on the felony of third offense driving under influence of alcohol. The incident is alleged to have occurred on or about Nov. 22, 2013. He was previously convicted of DUI in the Circuit Court of Pinellas, Fla., on May 13, 2004, and in Tyler County Magistrate Court on May 26, 2011.
