Ritchie County woman charged

A Ritchie County woman is behind bars and charged with one felony count of child neglect stemming from an incident in Tyler County on July 29.

Harriett F. Owoc, 44, of Harrisville, W.V. was arrested around 2 a.m. by Cpl. Shannon Huffman of the Tyler County Sheriff’s Office after she was observed walking along the highway with a small child. Owoc was pushing a lawn mower while carrying several garbage bags; the child was walking beside her, clad in a bathing suit. Owoc told authorities “she was babysitting” for the 4-year-old.

She was charged with one felony county of child neglect and was arraigned before Tyler County Magistrate John Roberts. Owoc is lodged in the North Central Regional Jail in Greenwood, W.Va. in lieu of $25,000 bond.

Deputies suspect Owoc was intoxicated and high on K2 (synthetic marijuana) at the time of her arrest.

Child protective services have been contacted.
