Paden City Council Sets Trick or Treat and Christmas Parade Dates

Mayor Clyde Hochstrasser presided over the October 7th meeting in the city building council chambers with All members of council present. for the meeting. The minutes of the September 3rd meeting were given full approval by council.

Paden City Trick & Treat and the annual parade will be held on Monday October 28. Trick or Treat will be from 6 pm to 8 pm. Costume judging will be at the football field beginning at 5 pm with the parade to follow. For any further questions contact city hall.

Council also approved the date for the annual Christmas parade which will be held on December 14, at 7pm. Line up for the parade will be at 6 pm at the Valley Church on the South end of town.

Complaints from residents included a request for information on the cause of brown water in her home. The lady also brought up the need to have the storm sewer in front of her home cleaned out. Mayor Hochstrasser stated the brown water was because water was being flushed out of lines. Council held a discussion as to which storm sewer was on the schedule to be cleaned or repaired!

Another citizen asked the council to consider using a microphone at the council table during council meetings so citizens and others can hear the conversations taking place by council members and the Mayor.

Representative Thom Hinton of Pure Broadband requested use of Paden City’s Tower. Mayor Hochstrasser said there is an issue that needs to be resolved as the company hasn’t paid the town anything in several years. The Mayor said the city is considering taking the tower down. Hinton on the other hand said he had a signed contract with the city under former Mayor John Hopkins, he said his company is licensed through the Public Service Commission and feels someone may have terminated the contract without notifying anyone. The two parties are expected to meet on the subject at another time.

Water Projects within the town were discussed withCouncil members questioning the different on-going projects within the city. Public Works Superintendent Josh Billiter gave updates and a discussion took place about a map that will be on the new Web Page giving locals the location of projects and known timelines for the start and completion of those projects. Billiter also reviewed street projects taking place, as well as water flow rates, and bids for street paving, concrete work, culvert issues and catch basin upgrades.

He added he is ordering cinders in preparation for winter. He also requested permission to begin interviewing for a new maintenance employee. He also wants to update the radio and lights on city trucks. He also requested permission to purchase a new salt spreader for $2,500.00. Lastly he wants to get bids for a new plow and flatbed truck.

Under Building Grounds and Streets, Council Person Linda Duke questioned a bird problem within the fire department building. She explained that an opening is allowing birds to enter the building, causing an unhealthy mess. The mayor describes the problem’s lack of progress as being electrical. He stated the utility company needs to shut off the power before repairs can begin. It was suggested that a contract be approved to address electrical concerns and repair holes in the building. Bids will be requested for work before the council approves the project.

Funding for street projects were approved. With $49,800 allocated from the water and street fund to pave Seventh Avenue. Paving on Meadow Heights is estimated to be around $21,000 which will come from money provided by the Tyler County Commission.

Representatives from Youth Services gave a presentation to the council regarding job opportunities for local youth. It was explained that the work project is funded through the Department of Labor. The Youth Service group is housed in the (old School) Health and Recreations Building. There are 160 youth signed up in the program, anyone needing help with a work project can contact the agency and ask if the project can provide services.

Repairs will be made to a motor at the sewer plant at a cost of $35,000. The funding will come from the Wetzel County Commission.

Under Park and Pool business: council approved work to include new playground equipment at a cost of $42,000. Also approved resurfacing the old tennis court to be used for pickleball. Cost to resurface is $25,000. Also $17,000 for new fencing, $800 for painting the lines and $700 for netting.

City Website: A review of the city’s new website was displayed on the screen for council members to review. Permission was given for Sheila Ervin and Jessica Rockles to attend training.

Police Chief Anthony Laurer told council a current officer is expected to resign and the department already has a candidate for the position who is certified.

Mayor announced that a special meeting will take place on October 16 at 6:00 pm. Topic of discussion will be annual employees pay raises.

Paden City Council meets on the first Monday of each month at 7 pm in the council chambers at the city complex.
