TC Commission Approves 2024 Election Officials

The Tyler County Commission met in regular session on Tuesday, September 10, 2024, in the auditorium of the Senior Center in Middlebourne. Commissioners approved the minutes from the August 27, 2024, meeting. Also approved were the Fiduciary Report by County Clerk Neil A. Archer II and Exonerations from Assessor Lisa Jackson.

Anthony Campbell, Administrator of Tyler County Emergency Squad Unit 1, presented the monthly activity for August 2024. There were a total of 96 responses. Emergency 911 calls with patient transports – 19, emergency 911 calls with patient refusals or simple lift assist – 2 and assistance to fire department – 5. The squad had 70 Inter-facility transfers. In addition to regular 911 coverage the squad continues to do blood pressure clinics in different areas of the community where people can get their blood pressure, pulse rate, glucose and Spo 2 checked for free. They covered all sporting events at TCHS and Tyler County Speedway race events. There was one squad meeting, one LEPC meeting and two county commission meetings that they attended. In house training included training in OB/Cardiac arrest. One staff member was recently certified as NAAC Ambulance Service Compliance Officer and NAAC Ambulance Service Privacy Officer. The squad updated and approved the squad bylaws, installed forward facing cameras on ambulances and re-certified the ambulances through WVOEMS.

Administrator Campbell also requested reimbursement for fees paid for the one member attending Pierpont for paramedic training in the amount of $3686. Commissioners approved the reimbursement.

Commissioner Lance Hickman requested permission for Mon Power to access the County Home property for the replacement of poles and to set up a staging area in the vicinity. Commissioners approved the request.

Commissioners tabled a request to address the expired 2017 agreement with WVDNR and the Tyler County Commission 25-year agreement for the Jug Wildlife Management Area until Prosecuting Attorney Luke Furbee had a chance to review the agreement. Also approved was the selection of the election officials for the 2024 general election.

E-911 Director Josh Fulks asked the commissioners to accept the resignation of Andrianna Blake. Commissioners approved the resignation. Mr. Fulks then expressed his frustration with Frontier Communications and their lack of follow-up for issues he is having with his fax service and 911 lines. He has tried repeatedly to get a response to no avail. He asked the commissioners for permission to search for another provider. Commissioners approved his request.

Next, Tyler County EMS Director Logan Sailor requested an Executive Session at 9:20 a.m. to discuss personnel. Commissioners came out of the Executive Session with no decision.

Under Public Comment, Commission President Mike Smith shared information about West Virginia Checkbook that he learned about at the recent Legislative Interim meeting on Fire and EMS he attended. West Virginia Checkbook operates in accordance with three principles: transparency, clarity, and integrity. Transparency strives to provide as much public financial information as possible to the taxpayer to allow them to make informed decisions and empower them to oversee how public elected officials utilize their tax dollars. Clarity strives to make our public-facing reports and sites easy to use and understand, eliminating the need for advanced knowledge in accounting or government operations to understand the bottom line. Integrity gives the taxpayer the ability to see all the financial information without bias or spin — just giving taxpayers the facts and numbers. Mr. Smith reported that all fire departments and EMS squads will be required to use WV Checkbook by January 1, 2026. In addition, for compliance there will be grant money available for all departments in the WV.

Also under public comment, Josh Fulks reported that the E-911 driveway is now paved.

The meeting was adjourned following public comment. The next Tyler County Commission meeting is scheduled for September 24. 2024 in the auditorium of the Senior Center in Middlebourne.
