MOSCOW (AP) — Russia has invited foreign military attaches to visit a border town where Moscow claims a Ukrainian shell has killed one person.

Pro-Russian rebels and Ukrainian government troops have fought each other for three months in eastern Ukraine, killing more than 400 people and displacing tens of thousands.

Moscow last week accused Ukraine of spreading the unrest to its territory. Russian media reported Sunday that a Ukrainian shell had hit a building in the Russian town of Donetsk, killing one person and seriously injuring two others. Ukraine denied firing shells onto foreign soil.

Russian news agencies quoted Deputy Defense Minister Anatoly Antonov on Tuesday saying the 18 attaches and a group of foreign journalists will visit the site this afternoon. He described the invitation as "an act of good will.
